Cloudflare plans micropayments to charge AI scrapers

Cloudflare is developing a technology infrastructure to charge artificial intelligence bots for scraping web content. Partnering with payment processors Stripe and Coinbase, the web infrastructure firm plans to revive the obscure HTTP 402 "payment required" protocol. This system will allow website owners to demand micropayments, such as a thousandth of a penny, from AI agents and scrapers in exchange for access to their data.

The initiative comes as automated traffic eclipses human activity on the internet. Cloudflare, which protects more than 20 percent of the web, discovered that bot traffic surpassed human traffic in May, much earlier than its initial prediction of late 2027. CEO Matthew Prince projects that automated traffic will swell to 1,000 times the volume of human traffic within five years. This explosion of bot activity threatens the traditional ad-supported web model because automated agents do not view or click on advertisements.

AI is also reshaping Cloudflare internally. Earlier this year, the company laid off more than 1,000 employees, representing 20 percent of its workforce, with Prince publicly discussing replacing those roles with AI. Despite these disruptions, the broader web is experiencing a renaissance. After declining from 2012 to 2025, web application development surged in October 2025 as vibe-coding platforms simplified site creation.

For web developers and content creators, this shift could establish a sustainable alternative to advertising. Prince envisions a system similar to Spotify, which distributed $12 billion to music rights holders last year. By implementing micro-transactions, practitioners can monetize their data directly from AI companies like OpenAI, Anthropic, or Grok. This provides a financial incentive to keep publishing high-quality information online rather than retreating to closed platforms.
