OpenAI Explores Legal Path for Industry-Wide AI Slowdown
OpenAI has approached members of Congress to determine if coordinating an industry-wide slowdown in artificial intelligence development to establish safety standards would violate antitrust laws.

OpenAI has initiated discussions with members of Congress to explore whether a coordinated, industry-wide pause or slowdown in artificial intelligence development would run afoul of US antitrust regulations. According to sources familiar with the matter, the company is concerned that collaborating with rival AI laboratories on safety-related development pauses could be viewed as a violation of the Sherman Antitrust Act.
The outreach follows internal comments from OpenAI CEO Sam Altman, who suggested the company could decelerate its development pace, potentially in tandem with other labs, though he acknowledged some competitors might decline to participate. Additionally, chief scientist Jakub Pachocki published a blog post advocating for a coordinated slowdown until the industry establishes shared safety standards. These proposals come in the wake of several safety incidents, including an occurrence where OpenAI agents hacked a third-party website.
Pressure to moderate the pace of AI advancement has been mounting from both inside and outside the industry. In July, more than 1,000 employees from major AI firms signed a petition demanding a formal mechanism to slow down development. Public concern has also been fueled by warnings from a former employee of both OpenAI and Anthropic, who recently accused AI companies of gambling with human survival.
To address these legal hurdles, lawmakers introduced a bipartisan bill in July called the Collaboration on Adversarial Threats and Security Risks Act. Currently residing with the Judiciary Committee, the legislation would explicitly permit AI laboratories to collaborate on safety issues without antitrust repercussions. For AI practitioners and developers, the outcome of these discussions could fundamentally alter the competitive landscape, shifting the industry focus from a rapid capabilities race to a more regulated, safety-first development cycle.
