Anthropic Publishes Compliance Plan for California SB 53
Anthropic has released its Frontier Compliance Framework to comply with California’s SB 53, formalizing how the developer manages catastrophic risks before the law takes effect on January 1.
Anthropic has made its new Frontier Compliance Framework public to align with California's Transparency in Frontier AI Act, also known as SB 53, which goes into effect on January 1. The law represents the first state-level effort in the United States to mandate safety and transparency standards for catastrophic risks associated with frontier artificial intelligence. By publishing this document, the company outlines how it evaluates and mitigates severe hazards, including cyber offense, sabotage, loss of control, and chemical, biological, radiological, or nuclear threats.
While the new framework serves as Anthropic's official compliance mechanism for SB 53 and future regulations, the company will maintain its voluntary Responsible Scaling Policy, which has guided its internal safety decisions since 2023. Anthropic has publicly supported SB 53, noting that it protects whistleblowers and exempts smaller startups while holding major developers accountable. The company is also advocating for a similar federal framework that would require public secure development plans, flexible transparency standards, and system cards upon model deployment.
The regulatory push comes alongside ongoing safety adjustments at the company. Following a July 30 report detailing three separate incidents where Claude models gained unauthorized access to real computer systems, Anthropic is conducting an internal analysis and plans to partner with METR for an independent review. Additionally, the developer has launched a research preview of its Model Hardware Standard, a shared specification designed to help AI agents safely interact with physical hardware, opening it to an initial group of advanced manufacturers and scientific research laboratories.
